Iskolar ng Bayan Scholarship 2026: Now accepting applications
The Office of Mayor Cipriano D. Violago, Jr. is now accepting applications for the Iskolar ng Bayan Scholarship Program for the First Semester of School Year 2026-2027.

What is the Iskolar ng Bayan Scholarship Program?
The Mayor Cipriano D. Violago, Jr. Scholarship Program (Iskolar ng Bayan) is a financial assistance program for qualified college students who are bona fide residents of San Rafael, Bulacan. Both new and old scholars are encouraged to apply for SY 2026-2027.
Who can apply?
To be eligible for the Iskolar ng Bayan Scholarship, applicants must meet the following requirements:
- Must be a bona fide resident of San Rafael, Bulacan
- Must be a college student enrolled at any college or university
- Must have no failing grades or dropped subjects
- Must have a general average of 85% or above (2.25 or better)
- Only one member of each family may avail of the scholarship
- If the son/daughter of a solo parent, must submit a photocopy of the latest Solo Parent ID (1-year validity)
Note: Old scholars must also apply together with new applicants.

Documentary Requirements
For Incoming Freshmen
- Photocopy of Certificate of Registration (COR), 1st Semester, SY 2026-2027
- Certified True Copy (CTC) of Report Card with a general average of 85% or above, certified by the school where the applicant graduated
- Original Barangay Certificate of Indigency
- Request letter addressed to Mayor Cipriano D. Violago, Jr. (personal letter by the student applicant)
- Photocopy of School ID or any government-issued ID with 3 specimen signatures
For 2nd Year and Above
- Photocopy of Certificate of Registration (COR), 1st Semester, SY 2026-2027
- Photocopy of Certificate of Registration (COR), 2nd Semester, SY 2025-2026
- Certified True Copy (CTC) of Certificate of Grades (COG), 2nd Semester, SY 2025-2026 (must be certified; uncertified COG will not be accepted)
- Original Barangay Certificate of Indigency
- Request letter addressed to Mayor Cipriano D. Violago, Jr. (personal letter by the student applicant)
- Photocopy of School ID or any government-issued ID with 3 specimen signatures

How to Apply for the Iskolar ng bayan scholarship
Follow these steps to complete your application:
Step 1 – Download the application form at drive.google.com
Step 2 – Fill out the application form using your device it must be typewritten; handwritten forms will NOT be accepted.
Step 3 – Print the filled-out application form on long-size bond paper
Step 4 – Submit all complete requirements to the General Services Office (GSO), Ground Floor, Municipal Hall, San Rafael Government Center, Brgy. Sampaloc
Note: Applications with incomplete requirements will not be accepted. Details of the qualifying examinations will be announced on the official Facebook page.
