The Overseas Workers Welfare Administration (OWWA) is now accepting online applications for its scholarship programs for qualified dependents and family members of Overseas Filipino Workers (OFWs).

Types of OWWA Scholarship Programs

1. Education for Development Scholarship Program (EDSP)

The EDSP provides a maximum of P60,000 per school year to qualified dependents of OFWs until the completion of a 4 to 5-year baccalaureate course.

2. OFW Dependent Scholarship Program (ODSP)

The ODSP provides P20,000 per school year to qualified dependents of OFWs enrolled in any four- or five-year baccalaureate course or associate course in any Philippine-based college or university.

3. Congressional Migrant Workers Scholarship Program (CMWSP)

The CMWSP provides a maximum of P60,000 per school year to deserving migrant workers and/or their immediate descendants pursuing courses in priority fields in Science and Technology.

Who can apply?

EDSP Category 1 (Incoming 1st Year College)

  • Must be a child of an active OWWA member, or sibling of a single or married but childless active OWWA member
  • Must be single and not more than 21 years old
  • Must be a Grade 12 graduating student
  • Must have a GWA of 80% or its equivalent
  • No other member of the OFW family must have availed of any OWWA scholarship

EDSP Category 2 (2nd to 5th Year College)

  • Must be a child or sibling of an active OWWA member
  • Must be single and not more than 30 years old
  • Must have a GWA of at least 85% with no failing grades
  • Must be enrolled in a Philippine-based college or university
  • No other member of the OFW family must have availed of any OWWA scholarship

ODSP Category 1 (Incoming 1st Year College)

  • Must be a child or sibling of an active OWWA member
  • Must be single and not more than 21 years old
  • Must have a passing GWA from the previous school year
  • OFW’s monthly income must not exceed USD 1,000 or its equivalent
  • No other member of the OFW family must have availed of any OWWA scholarship

ODSP Category 2 (2nd to 5th Year College)

  • Must be a child or sibling of an active OWWA member
  • Must be single and not more than 30 years old
  • Must have a passing GWA from the previous school year
  • Must be enrolled in a Philippine-based college or university

Congressional Migrant Workers Scholarship Program (CMWSP)

  • Must be a deserving migrant worker (active OFW) not more than 45 years old, or a child of an active or inactive OFW below 21 years old
  • Must have a GWA of 80% without failing grades, or within the top 20% of the graduating class
  • Annual family gross income must not exceed USD 2,400 or P76,000
  • No other member of the OFW family must have availed of any OWWA scholarship

What are the Documentary Requirements

The following documents are required for all scholarship programs:

  • Copy of valid OFW Passport Bio or Info Page
  • Applicant’s valid School ID or any valid government-issued ID
  • Birth Certificate or Baptismal Certificate of the applicant
  • Proof of grades from the previous school year (Form 137, Form 138, TOR, or Certificate of Grades)
  • 2×2 ID picture with white background, name tag, and signature of the applicant

Note: For students who cannot present current or previous semester grades, grades within the last two (2) school years may be used as reference.

How to Apply for the OWWA Scholarship

Follow these steps to apply online:

  1. Go to the OWWA Scholarship Online Application Portal at scholarship.owwa.gov.ph
  2. Select your OWWA Regional Welfare Office and click Proceed
  3. Read and agree to the Terms and Conditions, then click Yes
  4. Enter your active mobile number or email and complete the CAPTCHA
  5. Select your preferred OTP method (via SMS or email) and click Send OTP
  6. Fill out the application form completely and upload all required documents

Application Period

EDSP Category 1 (Incoming 1st Year) and CMWSP: September 7-24, 2026
EDSP Category 2 (2nd to 5th Year) and ODSP: September 7-27, 2026
