The CHED Bagong Pilipinas Merit Scholarship (BPMS) program is now open to apply for all college students in the Philippines.

CHED Bagong Pilipinas Merit Scholarship – BPMS

CHED BPMS is a merit-based scholarship program for academically excellent Senior High School students in the Philippines.

This program supports the education of students who wish to continue their studies either in higher education through CHED-recognized degree programs or in technical-vocational education through TESDA-identified priority diploma programs.

CHED Bagong Pilipinas Merit Scholarship Program

Scholarship Categories

There are two types of Scholarships offered under this program:

CHED Track

For scholars enrolling in priority bachelor’s degree programs offered by qualified Higher Education Institutions (HEIs).

TESDA Track

For scholars pursuing priority technical-vocational programs and National Certification (NC) qualifications through accredited TESDA training institutions.

Scholarship Benefits

For SUCs / LUCs

  • Tuition and other school fees – Covered under the Free Higher Education Act
  • Stipend and Allowance – PhP 45,000.00/AY (PhP 22,500 per semester)
  • Academic Excellence Incentive – PhP 18,000.00 per term

For Private HEIs

  • Tuition and other school fees – Maximum of PhP 45,000.00/AY (PhP 22,500 per semester)
  • Stipend and Allowance – PhP 45,000.00/AY (PhP 22,500 per semester)
  • Academic Excellence Incentive – PhP 18,000.00 per term

Who can apply for CHED BPMS

Students who meet the following qualifications can apply for CHED Bagong Pilipinas Merit Scholarship:

  • Qualified first-time entrants to Higher Education or TVET programs
  • Combined annual household income of ₱0 – ₱2,000,000
  • Meets merit requirements and enrolls in priority fields
  • Willing to render return service in the Philippines after completion

For CHED Higher Education (HE) Track

For TESDA / TVET Diploma Track

  • Agriculture
  • Healthcare
  • Information and Communication Technology
  • Advance Manufacturing and Semiconductor

Qualifications for CHED BPMS

For CHED Higher Education (HE) Track

  • Filipino citizen who is an incoming first-year college student
  • Graduated from Grade 12, belonging to the Top Five (5) of the graduating class or with a minimum GWA of 95% (or its equivalent)
  • Graduate of Basic Education Curriculum or Senior High School with a minimum GWA of 95% (or its equivalent)
  • Parent/s or guardian/s with combined annual income not exceeding PHP 2,000,000
  • Enrolled in CHED-identified priority programs in qualified Higher Education Institutions (HEIs)
  • Have not earned any units or degree in tertiary education

For TESDA / TVET Diploma Track

  • Filipino citizen who is an incoming first-year student
  • Obtained a GWA of at least 90% (or its equivalent) in Senior High School
  • Parent/s or guardian/s with combined annual income not exceeding PHP 2,000,000
  • Does not hold a technical-vocational diploma or a TESDA National Certificate (NC) Level III or higher
  • Enrolled in TESDA-identified priority programs in qualified Technical-Vocational Institutions (TVIs)
  • Have not earned any units or degree in tertiary education

Documentary Requirements

The list of documents required to apply for CHED Bagong Pilipinas Merit Scholarship is as follows:

For CHED Higher Education (HE) Track

  • PSA Birth Certificate
  • SF9 / Form 138 (Learner’s Progress Report Card) – SHS
  • Proof of Income (any ONE of the following)
    • BIR Certificate of Tax Exemption / Non-Filer
    • DSWD / C-MSWD Certificate (4Ps beneficiaries)
    • Latest ITR of parents/guardians
    • OFW / Seafarer contract or proof of income
  • Enrollment Form
  • Duly filled and signed Parent / Legal Guardian Certification (Annex L)
  • For graduates on or before SY 2015–2016:
    • Certified True Copy (CTC) of Fourth Year High School Report Card (Form 138)

For TESDA / TVET Diploma Track

  • PSA Birth Certificate
  • SF9 / Form 138 (Learner’s Progress Report Card) – SHS
  • Proof of Income (any ONE of the following)
    • BIR Certificate of Tax Exemption / Non-Filer
    • DSWD / C-MSWD Certificate (4Ps beneficiaries)
    • Latest ITR of parents/guardians
    • OFW / Seafarer contract or proof of income
  • Proof of Admission to a TESDA-Registered TVI Diploma Program (any of the following)
    • Certificate of Acceptance from the TVI
    • Training Agreement
    • Enrollment Confirmation issued by a TESDA-registered TVI
  • Duly filled and signed Parent / Legal Guardian Certification (Annex L)
  • For graduates on or before SY 2015–2016:
    • Certified True Copy (CTC) of Fourth Year High School Report Card (Form 138)
