To qualify for the Bagong Pilipinas Merit Scholarship Program (BPMSP) for 2026, applicants must meet the following criteria as mandated by the Joint Memorandum Circular signed on January 23, 2026:

  • Filipino Citizenship: Must be a natural-born Filipino citizen.
  • The “Top 5” Rule: Must be among the Top 5 Graduates of your Senior High School graduating class (applies to public, private, and specialized high schools).
  • Academic Grade (GWA): A General Weighted Average (GWA) of 95% or higher (High Honors/Highest Honors).
  • Note: A baseline of 90% may be considered for specific high-demand STEM priority programs depending on regional slots.
  • Income Limit: Combined annual gross income of parents/guardians generally must not exceed ₱2,000,000, with priority given to low-income brackets and 4Ps beneficiaries.
  • Student Status: Must be an incoming first-year college student who has never enrolled in any tertiary degree.
  • TESDA Pathway: TESDA National Certificate (NC) holders are eligible if they meet the 95% GWA and SHS ranking requirements.

Mandatory Return Service Agreement (RSA)

Scholars are required to render Return Service in the Philippines for a period equivalent to the years they enjoyed the scholarship. This service can be completed in government agencies, local private firms, or community-based projects to ensure the “investment” stays within the country.

I am not in the Top 5 of my class, can I still apply?

The BPMSP specifically targets the Top 5 graduates. However, if you have a GWA of 90% and above, you may still qualify for the standard CHED Merit Scholarship Program (CMSP). The BPMSP is the “premium” tier of this system.

Can I apply if I already have a DOST or LGU scholarship?

Generally, no. Government rules prohibit “double-dipping” or receiving two sets of financial aid from the national budget. You will have to choose the one that offers the better benefits for your specific course.

What is the “Return Service Agreement” (RSA)?

This is a 1:1 commitment. For every year you receive the scholarship, you must work in the Philippines for one year after graduation. This includes working in local private companies, government agencies, or community projects.

  10. How to apply? Upcoming grade 12 po ako and next year college napo. Gusto ko po makapag college next year. Hindi naman po mababa grades ko, usually 90 average po ako sa cards.

    Ako nalang po nag papaaral sa sarili ko, working student po. Gusto ko po sana kumuha ng Scholarship for me na mabawasan ang gastos ko sa mga binabayaran sa school.

  11. ABM po kinuha kung strand. Sa college po BSA ang kukunin kong course. Sariling sikap po ako. Ako nalang po ang nag papaaral sa sarili ko. Service crew po ako sa isang Jollibee store dito sa amin. Sa umaga nag aaral at sa hapon nag wowork ako.

    Nag stop po ako ng one year at ngayon ay 19 years old nako at nasa grade 12 palang.

Hoping po na Maka Sali o Maka apply o sa scholarship niyo po, gusto ko o Maka pag tapos sa pag aaral, at Maka graduate sa kursong Nursing, para Maka tulog na rin Ako sa mga magulang ko Kase medjo matanda na Akong ama at may maintenance na rin siya, maiahon kami sa hirap.
